CARES ACT REPORTING ON EMERGENCY FINANCIAL AID GRANTS TO STUDENTS

On March 27, 2020, the Federal government enacted the Coronavirus Aid, Relief and Economic Security Act (CARES Act), Pub L. No. 116-136, providing funds to institutions from the Higher Education Emergency Relief Fund (HEERF) to make Emergency Financial Aid Grants to Students for expenses related to the disruption of campus operations due to coronavirus, including eligible expenses under student’s cost of attendance, such as food, course materials, technology, health care, and child care. The law requires institutions to report certain information related to the use of these funds. The following information is reported for the period, May 28, 2020 to October 30, 2020.

This statement shall serve to acknowledge that New Tyler Barber College, Inc. signed and returned to the U.S. Department of Education the Certification and Agreement Emergency Financial Aid Grants to Students. We further attest that our institution has used and/or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to Students.

The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students is $49,862.00.

The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of October 30, 2020, is $49,862.00.

The estimated total number of students at our institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act is 26.

The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act to date is  26.

The following method is used by our institution to determine which students receive Emergency Financial Aid Grants and how much each student has received/will receive under Section 18004(a)(1) of the CAREs Act.   (See Attachment 1.)

The following instructions/directions/guidance was/will be provided by our institution to students concerning the Emergency Financial Aid Grants.  (See Attachment 2.)

Policies and Procedures for the CARES Act

May 28, 2020

As a result of the recent pandemic, the U.S. Government has made emergency funds available to students.

Only students who are or could be eligible to participate in programs under section 484 in Title IV of the Higher Education Act of 1965, as amended (HEA), may receive emergency financial aid grants. If a student has filed a Free Application for Federal Student Aid (FAFSA), then the student has demonstrated eligibility to participate in the programs under Section 484 the HEA. Students who have not filed a FAFSA but who are eligible to file a FAFSA also may receive emergency financial aid grants. The criteria to participate in programs under Section 484 of the HEA include but are not limited to the following: U.S. Citizenship or eligible noncitizen; a valid social security number; registration with Selective Service (if the student is male); and a high school diploma, GED, or completion of high school in an approved homeschool setting.

New Tyler Barber College will administer those funds to students that have filled out the COVID 19 Survey and Questionnaire form and are eligible.

It is the intent of the New Tyler Barber College to allow each student to answer the question of a changing family financial situation due to coronavirus which will make that student eligible to receive funds.

Once all surveys are returned, we will calculate how many students indicate need and divide that number by the total amount of funds that are to be distributed to students.

This emergency student funding is only available to students that are enrolled and attending class as of March 27, 2020. Students on an Approved Leave of Absence are also allowed to participate in the survey and receive funds.

New Tyler Barber College feels this is the best way to distribute these funds and the most effective way to make sure that those that need the help get it. We will not discriminate in the disbursement of funds.

We will ask all students for a current email and mailing address.

CARES HEERF (HIGHER EDUCATION EMERGENCY RELIEF FUND)

Guidance to Students

The U. S. Department of Education was awarded an emergency grant to assist students who were attending schools of higher education during the COVID-19 emergency school closing and lockdown, and social distancing requirements in March 2020.

The CARES ACT HIGHER ED Grant will be awarded to each approved higher education school. The school has to determine based on guidelines for the terms in which the school will disburse the emergency funds to students.

When the school issues a check to students, they must sign that they will use the funds for one or more of the expenses listed on the CARES ACT Certification and Agreement document, for “food, housing, course materials, technology, health care, and child-care expenses.” We will also give students the opportunity to forego the payment if they have not been financially affected and wish to donate their portion back to the school fund so we can reallocate funds to other New Tyler Barber College students who may have a financial hardship.

The school will allocate CARES ACT Emergency Relief funds to 2019/2020 FAFSA eligible students equally, based on the total number of enrolled students who were attending classes on March 27, 2020 and who wish to participate in the grant funding opportunity. We will divide the number of enrolled and attending students as of March 27, 2020 into the emergency fund grant amount and allocate funds equally to each student.

This is grant money and will not have to be repaid.

The CARES Act was enacted on March 27, 2020.

The school was advised the government will begin releasing funds and accepting application as of the opening fund date of April 15, 2020. The school has applied for the funding. We hope to receive the funds within the next few weeks. To assist the school in processing the checks please complete and return the application form attached to this document.

COVID-19 Survey & Questionnaire

New Tyler Barber College will be disbursing checks to all students enrolled and attending classes as of March 27, 2020 from the CARES HEERF fund. The amount of money (checks) distributed to all students enrolled and attending classes as of March 27, 2020, will be spread across the student body evenly to those affected by the COVID-19.
